Hi i seem to get a strange message when atempting to make a account afater a year or two of inactivity
"We are sorry, but you are not eligible to register. Please see our T&C for more information."

My guess is that your old account still exists (banned, inactive or something like that) and you are trying to register a new game account with the same email account. Try using a secondary email account and see if the problem persist.
i already attempted with 2 but it said the same thing
and even attempted a recovery it said they dont exist
and if it was banned i dont know for what reason or if i can get it back.
Have you tried registering to different universes as well?
Yes just atempted same thing with both.
Same or different Mailprovider? Maybe your Mailprovider is blocked.
I used both gmail and yahoo accounts.
It says the exact same thing for both emails.
I dont think both would be blocked.

Try clearing cache and cookies.
I have attempted different passwords/accounts and so on.I get the message whenever i click on register and even after i click the i am over 13 button
I will see about attempting a third email account by creating a new one but i dont know why this isnt working i haven't bean active on these accounts for more than a year or 2 (The second account for even longer since i found that ogame didnt like dual accounting so i stopped using it)

You seemed to not have grasped the latter half of the responses to this thread. We were enquiring whether you had tried a secondary email account, under the assumption that this account had no prior association to OGame. Only one account may be registered at a time with each email, and if your old accounts still exists in some form (must likely perm banned for multi by the looks of it), those emails are forever blocked.
Try registering with an email account that has never been associated with the game before.
Did you try clearing your cookies like cotxe asked? It worked for the dude on the US forum

Ok it worked looks like that was it (Well that shows me im not going to even attempt any dual accounting sad i didnt know back then if i could delete an account if i did i would have removed it and apologized to the staff)
