Today we added a clarification to the pushing rule:
"While it is allowed to "pull" a lower ranked player by providing them resources to assist their growth, it is not allowed to provide enough resources to pull a player past the higher ranked player's own rank, even if those resources were not spent."
This is not a change to the rule but something which has been in effect for a long time. If you provide a lower ranked player enough resources to surpass your rank through any fleet action (suicide hit, fleet transport, etc.) then you can expect a pushing rule violation to be applied to both accounts.
