As it goes being the higher ranked player you cannot make profit from a lower ranked player he can send you the debrie from your loses. if you split the debrie eqwually you need to open a ticket and ask the staff what the split would be for the debrie to avoid any bans

Yes he is allowed to do said thing.
You can even share depending on % fleet which would probably give you a lot of ressources.
But you can also share 50/50 after losses. No problem. In some universes it is a good idea to make a ticket called "ACS defense profit split."
But in some universes this is not needed.
