Speed Freak / Complete a building order immediately

Hi all,

Got a question regarding : Speed Freak / Complete a building order immediately. Generally how does this work ?

Do I need to complete a building in less than a sec ? If I start a building order and use an item how much time I have to activate item ? To I need to complete more than 1 building using an kraken item ?

I am a bit confused with this task...
