WTAF?
How would an account be moved during combat calculation, don't you have to be 60 days I in V mode to even be able to move an acc.?
That's basically like saying admin helped player to save fleet, at least that's how I understand it.
It can happen actually quite easily:
1. Inactive account merges from Graveyard to active server.
2. Due to a mistake, (or a bug) the player needs to move to a different server.
3. However, the player has started playing their account in the interim.
4. Suddenly, an account starts moving during a combat calculation.
This is now no longer possible.
One other thing, the merge system follows the guidelines of the merge item which is still supposed to be released at some future date.
This would fix the bug in that case as well.
