I tried to change the NO targets but they are what they are.
Again, as I have said, this is Gameforge's show and not mine.
As for Volans - it is a valid merge TARGET.
Once you merge into a chaos universe, you can graveyard all you want but you must merge back to a chaos universe (community does not matter).
Several of us admins are working with Gameforge to get clear rules and an official FAQ will be posted soonTM.
But I can tell you, this rule is approved and is how things are handled already.
Volans accounts manage to sneak out to real unis in the meantime, as this one yesterday:
I have no control over the TR or BR community.
That is up to the TR and BR teams to enforce.
Like I said, the script continues to allow all sorts of merges which are not legal.
This is why I check for illegal merges constantly.
By the way, I have also notified the TR and BR teams of these merges.
Though I know this has been and still is a thing in OGame, the GA decides which rules to tweak (mostly), don't you think standardization is necessary since this is a global platform?
You might feel or view it as illegal, but not everybody shares your opinion.
I'm saying this because there is no official word from GF and this so-called rule that you're enforcing could be overridden by anyone above you or in your absence or leave.
So sure, you're trying, but the reality is... these accounts still have the possibility to move around.
I am not scared of these accounts, quite the contrary, but when you look at it logically it does not make sense to be part of the merger process at all.

Volans is a "go have fun" universe, may the biggest cheater win.
The rest of the universes thrive on competition, fleet on the fleet battle, biggest mine battle, biggest research, etc... all boun within the rules.
