40% Moonchance event

It doubles the chance, so a 1% chance gives a 2% during the event, up to I think a 44% chance (depending how we are in the lunar cycle, which can give a small boost as well).

I don't think the lunar cycle boost gets doubled. I think the boost gives 1-3% and happens after the double, so a maximum of 43% I THINK.

During the event, it was 42% (though I'm not sure where we're at with the lunar cycle)
