as you have said yourself, this is the pushing universe. That means, as long as they simply push and don't do anything else it is legitimate. a bug would be a technical issue with the code that can be exploited or make life more difficult. What you are describing would be illegal in any other universe. but legal in Volans as game staff has pointed out. That's why it's rare that universes with less rules are opened, some know how to exploit the possibilities more than others.
There is however another issue here: That you accuse another player of being a buguser without him being one. Also, as it is illegal in other universes it isn't really a good idea to present any of this here, which is why I censored away.
