    Those boosters are part of the game now, and in my opinion, when your fleet is destroyed, the debris belongs to anyone who is able to collect it, but particularly, since the debris is created mostly from the defender's ships, then they have every right to try to gather it in order to mitigate their losses. It does not belong to the attacker until it is safely in their recyclers.
