No, it cannot be a non DM uni because you get 25000 or something on validation of your account when you join, and that would be a pointless bonus in a uni that could not use it.

They tried it once but it wasn't very successful, it used a very old ogame version.

There couldn't be a person with 70k points already in a no DM uni at 1x speed with x2 econ 6 days after launch.
