The title says it all.
I have two targets so far that has shown no activity anywhere at any time and I attack without probing and magically they come online.
Some could suggest its a coincidence, but Im talking consistently time and time again.
Im hoping theres a legal way to do it and these people arent cheating.
Anyone have any ideas.
I accept dms and can also be found on discord if you prefer that approach.

Factually, no. It's impossible to see an attack without showing activity. To see an attack, you need to be connected to the game, and this implies having at least the red triangle of activity on the home planet.
There aren't 36,000 possible answers: either the player is lucky enough to log in when you attack, or he's using cheating software. In these cases, the best thing to do is to send a ticket to the operator of your universe so that he can take a look at the situation. Unfortunately, apart from that, there's not much else you can do.
