I have Quarters lvl 42 and Food lvl 43.

According to picture ur not able to upgrade to Rune Forge lvl 6 (even lvl 4) because of lack of people. The step by step guide is wrong.
Use your eyes.
And brain.

Hover your mouse over the population requirement it will show you the amount of population you need. A bubble will appear with the exact amount

You cant build School lvl 4 having Quarters lvl 42 and Farm lvl 43 beacuse its generating not enough population.
You need at least Quarters 43 and Farm 44.
