Hey there ! Hope this hasn't been suggested before.
If you have no active fleet, you can decrease down to 1 or up to max lvl researched combustion / impulse / hyperdrive in the research menu.
If any fleet is in the air, your drives are locked. Getting spyed will display the selected drive lvl to allow people to calculate your flight times accurately (or maybe display it like that: 4 (15), 4 selected, 15 researched)
This would allow greater FS variety and gameplay, or reduce fuel consumption by heavily downgrading your drives to FS.
Would also allow miners that intentionnaly keep low hyperdrive for FS flexibility to lvl their drives to potentially help teammates with recycling/bits of fleet and potentially allow 4D chess mindgames for fleeters.
EDIT: For the sake of simplicity, I would consider that only max lvl researched would be considered for building ships / allowing them to fly. You could make the argument, that for example deathstars shouldn't be able to fly with hyperdrive 6, but it makes everything too complicated IMO and will lead to players grieving themselves with ships that cannot take off. But you could view it as a strategic choice if you wanted to make an argument for it.
