New universe vote

Im sure its somewhere on the forum but I cant find it.

Anyways my question is - can we vote on the settings of the next universe?
I personally will commit soduku if I see another 1x or 2x uni. At the same time its a pain to see no ACS and unis die too fast if they are 4x or faster.

I might as well while Im at it make it clear that I personally think that 4x peaceful, 4x holding, 3x war fleet, 5 or 6 galaxies, ACS ON, DF 50%, Deut to DF, 8x eco speed, 16x research speed - is TO ME, the perfect settings for a new uni.
Also Id love if expiditions got a buff in this particular universe. Having people flying around with big fleets from expiditions, makes the uni fun.

Sorry got sidetracked, but the post is mainly to ask - can we vote on the settings of a new uni, and if yes - where?
If we cant - can this thread work as a suggestion to make it so we can vote? or atleast talk it over?

EDIT: I'd be down for 10x eco and 20x research, but then metal packs needs to be nerfed in this particular uni to say 30% less value or maybe even 50% - heck I wouldnt mind a uni without packs at all, but I doubt it would be popular from players and especially from GF
