So finally I have some time for ogame, real life is hard this days... I noticed far neighbor with a bit of defence few weeks ago... I tried to fly to him few times - always come online... but if I dont fly to him activity was - on expo times... around 1h 15m... interesting , right? So I put mobile not far ... and start slowly build JG... 
he did dirty fs, I send 1 ship to lock time... and defender just sends expos... did not move any res or fleet staying behind the defence.... didnt try to move recs to debries (he got 2300 on planet, ) didnt try to build more recs and get debries... and FR...
