I activated the Gold Fleet Slots, however the extra fleet slots is only available on 2 planets. Planet 1 and planet 5.
It is active on all of my moons.
When I am trying to send fleets from one of the other planets, I am not able to do so. I am able to send more fleets from planet 1 or planet 5.
