Tear down Biosphere Farm is not possible

I have teared down the Residential Sector back to zero, but the Biosphere Farm Tear down button is disabled. There's no tooltip saying why. Is it possible to tear down? I even tried deactivating humans, but didn't change a thing. When they're disabled, the buildings don't appear. When they're enabled, cannot be teared down.

I'm confused: If I have enough resources to improve it, why wouldn't i have enough resources to tear it down?

EDIT: Solved: it did in fact require energy that I didn't have whereas the "Improve" button is enabled even though I don't have enough energy (would go negative)
