Hamill Maneuver is far more rare than moon creation. There ought to be something special in the moment from the game about accomplishing it!

The limit of pops over some time period (48 being seen as favorable) has merit, but the limit should be on the player being popped, not on the aggressor. Otherwise a group, alliance, could each pick 2 moons and still wipe out all moons for a player.
And I feel 2 should be the maximum.

If someone was watching a target and monitoring them, why would they pop every moon?
because in watching the target, they might document predictable off times, but not have a very clear idea which moon(s) are being used.

I don't feel that IPM should not be able to target moon defenses, but perhaps make it so that use of IPMs requires a declaration of war? That might just up the ante a little bit, and make the casual IPM user think twice.

I will throw this out there… 1st make moons indestructible. That returns the game to true skill players, and in that respect, levels the playing field to a high degree.
2nd, replace what the MD missions accomplish to destruction of defenses AND buildings, except for Lunar Base.
This would hurt the defender in several ways, including not being able to JG to a new location nor JG in a ninja. -

I'm enjoying reading opinions and ideas surrounding my basic proposal.
I think GF would like it due to the increased DM spent on Relo's, although, it occurs to me to keep it from being a wholesale movement, tie it to a Displace Token, either buyable, or winnable or findable, with a cooldown time between each use.

The downside of just implementing the GY, is that the universe may well lose a good farm.
Displacing just one planet out of an accounts (probable) multiple planets does little to no harm to the account being displaced and leaves the rest of the inactive accounts locations alone.

Your analogy is typical of what can happen if someone abandons a car. Eventually, the car is towed away.

Make it possible to displace an long inactive with a Colonization mission. The displaced inactive would be moved to another open slot in system or adjacent system, so it would not be lost.
If done with a relocation it could be a simple swap between the relocation and the inactive.
I see this freeing up desirable locations that are currently occupied by an inactive player while still retaining the inactive player’s planet.
Perhaps it would require a high level booster to initiate. It could have limitations, such as the inactive has to be >90 days, or a cooldown time for the player engaging the displacement, once per week, or the displacing planet would have to remain in that location for 90 days.
It would make players in safe systems less safe if their safe system is made up of inactive players. Perhaps an temporary attack block for in-system attacks could be a part of this mechanic.

My reasoning for no D in DF is this.
Deuterium is an isotope of hydrogen. It is an energy source for powering ships. The Deut required to build a large ship is not that the Deuterium goes into the STRUCTURE of the ship, it represents the power needed to build the ship.I can see where capturing D when destroying a ship could happen IF the ship were TRANSPORTING Deuterium as cargo. The cargo container could survive and that Deut captured… but not the D that was used to build the ship.

I would suggest modifying the random nature of what the player can get. Let's say GF leaves the random value as is, but instead of then also randomizing the actual item, the player could actually CHOOSE from any items in that price range. GF would not have to lose any DM spending, as the Keep would still be free as it is now, but the CHOOSE would still cost as it does now. But the choice would be the entire range of items within that price category.
