You are not limited by racial techs. You can easily farm enough artifacts to choose whichever techs you want if you are building out lifeforms according to amortization along with mines, etc.
The only time artifacts are limiting is if you want to change things up in a very large empire. Then the daily lifeform exploration cap might gate you.
That said, even from the pool of all 4 races, the t3 lifeform techs are not great for discoverer>miner.
Obviously the level 18 tech is excellent. My back of the envelope calculation has discoverer > miner until you have a few billion in mines, at 100 expos per day.
Most players will not get expo speed up fast enough from LC overclocking to add another whole round each day, but it is possible. However, you should overclock them anyway to save on deut cost and losses from blackholes.
Beyond that the research time reduction is good for astro by the time you're making t3 lifeforms. And of course the level 13 miner techs, which you mentioned.

Space dock doesn't take slots, so zero reason not to have at least level 1. Beyond level 1 depends if you're a serious fleeter, but you can cross that bridge after your first few 100k BCs stack up.
Edit: Space dock builds are also easy event point rewards, so something to keep in mind.

back of the envelope i had around 100 week amortization for level 10 slot 18 discoverer tech at ~100 expos per day.
that is around 44/35/39 on 14 planets, with the appropriate rocktal buildings and discoverer>miner t1 and t2 techs.
that puts total empire somewhere around 250m points, closer to 200m than 300m.
id say anywhere in that region is fine.

The only really universal advice is that the technologies are not tied to the races.
You can select non-racial techs by spending artifacts, which are easily farmed as long as you spend a little on computer tech for open fleet slots. The only way that artifacts will gatekeep you is if youre switching things around in a very large empire. If you are linearly developing your lifeforms as your empire grows, artifacts and tech selection are a non-issue.
So the choice really comes down to the speed of life form development versus the value of the buildings you can use.
As you can see here https://forum.origin.ogame.gam…s-faq/?postID=401#post401, Rocktal are the most expensive to upgrade, but have by far the most resource increasing buildings. Whether it is better for miners and explorers to rush to t3 lifeforms so you can get the level 18 technology bonus or to go slower and use Rocktal buildings is up to someone with way more Fs to give than me to figure out.
For fleeters who just want to make crazy fast battlecruisers, the choices will be completely different.
So while I can't give you any clear answers, hopefully that helps to frame the issues involved. I'm sure if you have a very clear path for your empire, people who have gone a similar route can help guide you more precisely.
