I think for ease of convenience and practicality most miners keep thier cargo fleets centralized.
The amount of time and dedication needed to manage 10 separate cargo fleetsaves is contradictory to the playstyle of most miners. Most are laid back and log on now and then to collect res that has accumulated.
Certainly splitting your fleets makes them safer but also involves the risk that you have to account for all of those fleetsaves.

A centralized fleet offers simplicity of management but is vulnerable depending on its fleetsave.

Most fleetere handle multiple fleetsaves with cargo fleets spread out in order to have multiple moons ready fueled when needed for attack.

it boils down to what your time allows you to do.

It was locked with the colony ship from another Galaxy and ACS'd with RIPs from another for time convenience.
The colony ship speed allowed me to lock the fleet in a more timely manner.
The ACS also masked the return time of the deathstars.
