17M points and the rest of the top 20-50 will certainly all be using large amounts of DM.
400k points is achievable without DM mostly due to expeditions using the discoverer class... also at the start of the uni there was a rewards event which would have gifted boosts (and likely a health amount of cargos - used for expos).

I've noticed this a few times when the 'More Items from Expo' events are running... and that is I don't get any (or at least any more than usual) items!
This event has been running nearly 4 days, I've completed over 550 expos and not had 1 item... surely that can't be right?
Had Kale on my radar since before I took a break. When I got back and he wasn't in V-mode I found his fleet and he v-moded shortly after.
He's been on and off... but I saw some activity today, figured I'd launch just in case he wasn't around... with only a 9min flight guessed I might have an chance... and well the chance came in 👌

I'll admit I've not fully read through everything you've posted, though I commend the efforts you've gone through to find these results 
Interestingly... just through playing and simming lots of different scenarios/fleets I myself landed on the following ratios:
I think the reason for my higher CR ratio is to be able to more easily take out fodder (LF) but also to smash through a heap of RL/LL. And I find BC to be pretty cost effective and powerful even when flying solo.
The reason for the Destroyers is to be able to more easily counter BC & RIPs.
Interesting to see how your proposed ratio isn't hugely different from what I work with 👍

I don't think there will be any change concerning Xuange
If I'm informed of an exodus/target change I'll make a new post.
Thanks for the response Neotinea. Is there a way that it can be requested/suggested to GF? I can't imagine there is much spend on DM happening in Xuange but if there was a merge it would probably prompt more players to make purchases which is of course good for GF too.
It seems that Xuange has not been included in this years merge plan! I think I speak for most of the active players (which there are very few) in Xuange when I say that a merger is much needed even if the uni is less than 6months old!
When you compare the number of active players between Vela (the newest Exodus uni to be included) and Xuange they aren't massively different:

Not too much of a story to go with this one... Saw Racoonx's fleet yesterday, and as Sheppy was about figured we might as well pop some moons to see what we could see... As it's so quiet...
I'd watched Captain for a few weeks but he kept v-moding every time I was planning to launch! Tried my luck yesterday and just launched blind on some timers but he was there and moved everything.
He seemed to go off a little earlier than usual last night so I launched RIPs to pop the moon knowing that is was likely a dirty FS... and luckily it popped first try with no losses 👌
Straight forward enough from there... Fleet was attacking an inactive and I got it on the way back. There was also some other fleet which I caught for about 200mil profit too!
