I will chime in here as well as someone who has served on the orange team in 2 eras of oGame.
I will start with what is the same between both eras and then dive into the differences at the end.
One thing that has remained constant in both eras, is that we simply can not tell you anything when you send in a report. This often means that while a users "evidence" looks like a total kill shot, we actually find a sneaky trick the accused is doing or see something else going on that explains away all the evidence, but we are not allowed to compromise their strategy so we simply say "Thank you for the report, I will look into this and take any needed action". Another that has remained constant, is we are volunteers with a limited amount of time we can/are willing to dedicate to hunting down these people on a daily basis. This means we either do things quickly and miss what seems obvious to you or we take small samples at a time, again missing things that seem obvious to you. How do you get around this? Tickets! Tickets are the saving grace, they allow us to narrow into players who are suspicious, focusing our searches on them and their actions to narrow out the cheaters.
So what has changed? For 1 we have the mobile era now, this all around means activity is way up, what used to be easy cases to make because of near non-stop activity has gotten harder because it can be explained away by playing at work, or playing on mobile... Additionally in these past 14 months we have had the advent of the Corona virus, which has caused many to work from home and/or totally change their life styles again increasing the amount of time legitimate players are on. The amount of clearly legitimate players during this past year that could easily have been hit for cheating in the past is mind boggling. It is for these reasons and avoiding false bans that the threshold has and is always rising on the proof.
Additionally another thing that has changed is the pool of staff. When I last did the Orange duties EVERY uni had at least 2 GOs and the SGO. We also had 3 admins at those times. Now there is so few teamler around that not every uni has a SGO let alone a GO and having the luxury of multiple GOs per uni is basically unheard of. This further complicates the above mentioned points and leads to that 1 teamler who supports your uni, also being on 2 - 3 others, alone, with only way overworked sgo or admins to back them up. 1 Human can only do so much, and when they have hundreds of players in multiple unis, things will slip through the cracks without the support of the users.
The final point, I don't know when it happened and it has always existed to some extent but it has been worse this past year is people attacking the team. You may think that it makes you look cool, or strengthens your point, but all it does is demotivate the very people you should be encouraging and deter possible applicants. No one wants to deal with abuse as a cost of supporting a community they love.
