As a Super Game Operator in French staff, I can say that this rule was imposed to us by GF, I am assuming that now it is applied to all communities. Also we were forbidden to make a formal statement about that and where only allowed to communicate this rule if a player clearly ask about it (which indeed happened yesterday).

Hello, I'm currently a SGO from .fr community and I heard today about this new chaos universe. I have to admit, I was very disappointed to heard about as I hoped, with the new merge item (if it comes out one day), that this kind of universe will never be a thing again.
We had the same kind of universes in our community last year, Universe Tucana (the x10 eco one but without multi allowed), and Merkur. When the merge item was announced we decided to end this heresy as it could be very unfair to regular player to see "push boosted" account coming out of nowhere on their regular universes. Merkur was merged in the last merge (x1 eco, so the top 1 didn't have more than 300M) and rules were restablished in Tucana.
What motivates me to create an account on this board and write this message is that I was actually the GO of Tucana during these dark times. And what I can tell from this experience ? It was, by far, my worst experience as a GO, if you give a inch to a cheater he'll take a mile. I had never seen as much cheating on an universe. Some people were running bots in an industrial way to be pushed more than other players, some others were selling accounts and ressources as your baker sells bread. It was by far my worst experience as a GO.
As I said, motivate by the announcemment of the merge item, we decided to reinstate rules in this universe and I have to admit I am very sad to discover that this will happen again and I really hope that it will be better for you than for us.
I don't want to affraid you about it more than you are, but I really think it is a bad idea. On an other hand, we are used to bad ideas from GF these day, no ?
