To solve this problem is simple: allow Nanite Factory on moons. That way people would actually build real defenses, and moon destruction would become much more expensive.
This would solve your problem... you should rethink the topic and propose something along those lines.

Again, reduce destruction speed won't do much let alone making it more expensive. The only positive thing it might do is to able players to sleep and do deploy FS (without recall).Why I think this is a bad idea is that it removes the surprise and tactical thinking. Hence, removing some aspects that make the game fun.
To bring up money into the discussion is slow. It's not about that to begin with. It's like saying "My 100 M bcs only cost me 50 bucks (or whatever)". Okay cool, I don't care. The whole DM thing is another discussion.
I was hoping for a more open discussion. The whole idea to keep the unis more active and helping players who doesn't spend (or spends a little DM) is a lie. I don't see players leave because they lose their moons. The top reasons are being bashed and losing fleets (which could be a consequence of losing a moon but not always).
So Muad'Dib are you going to chicken out like the character you are naming yourself after? Or will bring us the real reason you want to see this? If not, the discussion is over.
For those who are unsure or also want this: Why do you like this idea?
Smaller players will still lose their moons to whales or top accounts. You'll find sweep attacks flying towards (just before the MD) you in which you cannot stop.
You can see yourself out, no point in discussing with doomie who has reading comprehension and logic of toddler.
